There is no commitment to use force to "open the Strait of Hormuz". The actual commitment is vague, “contribute to appropriate efforts”, though all nations have called for an end to Iran's attacks by Iran on commercial shipping. Some countries have been explicit. Italy's defense minister said there is "no war mission" and "no entry into Hormuz without a truce". No one has committed to supporting the US militarily.


Both parties lie constantly.

That there has been "an outreach between the US and Iran" doesn't mean they have been negotiating. So, no. That's not Iran admitting to negotiating with the US. It's rather difficult to negotiate with a party that has assassinated their civilian leadership. Iran calls the latest US proposal a "wish list" and that Trump is apparently negotiating with himself. Of course, they could be negotiating through back channels. But any Iranian who is in that line of communication could be assassinated, so there is that.
